Noobs/New Members?
Say you were completely new to a forum posting in every section constantly for help on what to do, basically wasting a staff members time, now you are the staff member, you tell the member to PM all help to you, but he doesn't know what PM is, that's an example of forums that don't put help up for new members. When I visit a forum that I am not quite use to I like to look around and see how the owners run the place but turns out they don't have any guidelines and policies for the board. Lot's of people moan because of new members that they call noobs spamming each board constantly but it is really our fault and we need to learn from those mistakes. I myself get really kicked off about this and sometime you just wanna scrunch the noobs head apart.
But what do you really think of new member or also known as noobs?

New members are not "Noobs". They are known as "Newbs" standing for Newbie. "Noobs" are more of a spammer, but different. People who post in every section going "Hw du I crate thrad" deserve to be banned.
Other than that, give them some respect, they haven't been on a forum before.
